THE STATUTE
OF THE AIKIDO EUROPEAN CONFEDERATION

Chapter 1
Name, Goal and Headquarters.

Article 1 - Name

The Aikido European Confederation is a community of European national organisations of Aikido. It is a nonpolitical association which makes no difference between national origins or beliefs. It recognizes the Aikido created by O sensei Morihei UESHIBA. It may be denominated as C.E.A.(Confederation Europeenne d'Aikido Traditionnel)

Article 2 - Definition

The Aikido European Confederation gathers together the federations, unions and national groups of Aikido which have as a goal to contribute to the advancement of Aikido on the educational, sportive and moral aspects.Each member preserves its own technical and administrative autonomy and independence.

Article 3 - Goals

C.E.A. promotes the Aikido created by O sensei Morihei UESHIBA in its traditional way and directing the necessary steps to be made at European level in order to fulfill this aim: the editing of sport events schedules and technical or informational publications concerning the life of the national structures, the organizing of European meetings for instructors only or for all the members, the smoothing of the inter-clubs meetings.
-Representing Aikido at every level higher than national, protecting the common interest of its members and solving all the problems which may occur for the best of the affiliated federations.
-Preserving the moral, educational, ethical and technical fundaments of the traditional practice of Aikido.
-Guaranteeing and protecting the grades and instructor titles granted by its Technical Commission.

Article 4 - Action Principles

- C.E.A. is directed by free consent in every field of activity.
- C.E.A. recognizes the technical and administrative autonomy of the affiliated national organisations and promotes their cooperation for the benefit of the Aikido.
- C.E.A. is politically neutral, and defends the principles of ethical, religious and philosophical tolerance.
- each membercountry of the European Confederation for Traditional Aikido
- CEA is free to organize on its teritory Show Aikido contests for individuals or pairs, with national or international attendance, for the follwing events: - Kata with or without weapons (tanto, bo, bokken, katana); - Randori. Any member country, on its own will, upon invitation from the organizing country.

Article 5 - Social Headquarters

The social headquarters and the administrative secretariat of C.E.A. is situated at the General Secretary's domicile. Any change of the headquarters will be immediately transmitted to all the adherent structures.

Article 6 - Official Languages

The official languages of C.E.A. are French, English and German. In case of any translation conflict the original French version or the original translation in one of the official languages will have priority

Chapter 2
Members

Article 7 - Adhesion, Withdrawal and Expulsion

7.1 Only the General Assembly may grant C.E.A. membership.
7.2 The national organizations of Aikido may join C.E.A. only if they fulfill the conditions mentioned within this status.
7.3 Each country may have only one organization affiliated to C.E.A.
7.4 If in a country there are more than one organizations or Aikido groups demanding simultaneously their affiliation, they can be accepted within C.E.A. only if there is a previous agreement signed by them. Each country elaborates its own agreement in its own terms.
7.5 The national organizations within the countries which are not affiliated to C.E.A. can always apply for their affiliation addressing their request along with all the documents presenting the managing and technical structures of the organization, its importance and its goals to the General Secretary of C.E.A.
7.6 The Directing Committee of C.E.A. examines the eligibility of the candidateship according to its file.
7.7 The final admission is voted during the General Assembly session with the majority of the present delegates with a right to vote; in case of ballot the Chairman's vote is decisive.
7.8 The request for withdrawal of an affiliated structure can be forwarded any time by registered letter to the General Secretary. The withdrawal becomes effective immediately after its being registered by the directing office of C.E.A. It is presented in the next General Assembly session by the General Secretary of C.E.A.
7.9 The suspension of all the rights connected to the membership can be pronounced against every member who has delayed more than one year paying its dues or other financial obligations towards C.E.A.
7.10 The expulsion can be pronounced by the General Assembly in case of breaking the rules of the present status, of a more than two year delay in paying the dues or the financial obligations towards C.E.A.This expulsion has to be approved by 3/4 (three quarters) of the present voting delegates.
7.11 The withdrawal or the expulsion puts an end to all the obligations and rights of the affiliated federation save the paying of all the arrears or other financial obligations.
7.12 A withdrawing or expulsed federation may not claim all or a part of the goods belonging to C.E.A.
7.13 A request for reintegration is subject to the same procedure as the first adhesion.

 

Chapter 3
Rights and Obligations

Article 8 - Members Rights and Obligations

8.1 The members of C.E.A. have the right:

8.1.1 To send delegates to all the meetings or federal commissions.
8.1.2 To take part in all the projects developed by C.E.A.
8.1.3 To use the structures of C.E.A. or to ask for advice and counsel and for moral support from other members when they are following the aims described above.
8.1.4 To summon the Extraordinary General Assembly of C.E.A.
8.1.5 To contact federations in the countries that haven't joint C.E.A. in order to promote and expand the traditional Aikido.

8.2 The members of C.E.A. have the obligation:

8.2.1 To defend the interests and the missions of C.E.A.,including by their internal activities and their official documents.
8.2.2 To respect the spirit and the goals which have been defined above.
8.2.3 To respect the statutory dispositions and all the annexed regulations of C.E.A.
8.2.4 To acknowledge all the decisions taken by the General Assembly or by the Directing Committee designated by the General Assembly.
8.2.5 To reject contacting other structures or national federations if there is any risk of prejudicing other members or the activity or the ethic of the Confederation.

 

Chapter 4
The Finances

Article 9 - The Dues

9.1 The General Assembly fixes the amount of the yearly due in advance. This comes to its settle day at the 1-st of April of the current fiscal year.
9.2 Any delay in paying the due may be followed by a suspension decision in case of a more than a year delay, or by an expulsion decision in case of a more than two years delay.

 

Chapter 5
The Administrative Structure

Article 11 - Directing Instances

The Directing Instances of C.E.A. are:

11.1 The General Assembly.
11.2 The Directing Committee.
11.3 The Technical Commission.

Article 12 - The General Assembly

12.1 The supreme instance of C.E.A. is the General Assembly.

12.2 The General Assembly consists of a reunion, annual in principle, and at which all members who have their payments up to day may participate.

12.3 The General Assembly tasks are:


12.3.1 To establish the regularity of the summon.
12.3.2 To establish the validity of the rights to vote.
12.3.3 To vote the agenda.
12.3.4 To adopt the report of the previous General Assembly.
12.3.5 To hear and debate the Directing Committee members report.
12.3.6 To hear the Accountant Commissars report.
12.3.7 To give the clearing receipt to the Directing Committee and to the Accountant Commissars.
12.3.8 To confirm the members of the Directing Committee and the Accountant Commissars.(every second year)
12.3.9 To fix the amount of the dues.
12.3.10 To vote or to reject the statute modifications in case of a demand by one of the members included in the agenda. The statute modification is voted with a majority of 3/4 (three quarters) of the present members who have a right to vote.
12.3.11 To confirm the attribution of the honorific distinctions following the Directing Committee proposition.
12.3.12 To handle the demands and the various problems raised and to submit them to vote.
12.3.13 To fix the date and the place of the next General Assembly.
12.3.14 To close the reunion of the General Assembly.

12.4 The decisions are taken with simple majority except for the statute modifications and the decisions concerning disciplinary measures which will be adopted with a majority of 3/4 (three quarters) of the present voters.

12.5 A General Assembly can destitute the members of the Directing Committee from their functions before the end of their mandate, proceeding to new elections if necessary in the interest of C.E.A. or of their affiliated federations. The destitution is pronounced with a majority of 3/4 (three quarters) of the present voters.

12.6 An Extraordinary General Assembly may be summoned within 10 weeks if a request is presented by at least one of the affiliated federations. The request must be approved by the Directing Committee and to be motivated by a cause which cannot wait until the ordinary session of the General Assembly.

Article 13 - The Directing Committee

13.1 The C.D. is formed by:

The Chairman of C.E.A.
The Honorary Chairman of C.E.A.
The 1-st Vice-Chairman of C.E.A.
The 2-nd Vice-Chairman of C.E.A.
The General Secretary of C.E.A.
The Treasurer of C.E.A.
This Directing Committee (D.C.) has to include persons belonging to at least two different nationalities.

13.2 The honorary presidency might be conferred to one person who has particular merits in development of the Aikido. The award of this honorary title is within the General Assembly competence following the Directing Committee proposition.

13.3 The same person cannot have more than one function within the D.C. In case of a vacancy the new elections can take place only at the next General Assembly.

13.4 All members of the D.C. must hold an acknowledged DAN grade in Aikido and must belong to one of the affiliated federations of C.E.A. They must be of age and under no restrain in performing their citizenship rights in their countries. If a member of the D.C. withdraws from its own federation he is automatically fired from its position in the C.D.(the reciprocal is not true).

13.5 Each member of the C.D. is individually elected by the General Assembly for a two year term. The vote is secret. The General Secretary and the Treasurer may have their mandates prolonged in the interest of C.E.A.

13.6 Each member of C.E.A. is bound to the statute and to the decisions which are in vigor and is responsible before the General Assembly.

13.7 The D.C. gathers for debates any time when a necessity occurs.

13.8 The members of the D.C. have the following tasks: -The Chairman directs C.E.A. and represents it in all the situations. In case of absence he can transfer his prerogatives to the 1-st Vice-Chairman. He coordinates the actions of the other members of the C.D. During his presidency he organizes a great international training session in his country. -The Honorary Chairman may be charged with representative missions and has the right to participate, to speak and to vote in all C.E.A. manifestations. -The 1-st Vice-Chairman assists the Chairman and is particularly charged with the relations between the Directing Committee and the Technical Commission. -The 2-nd Vice-Chairman assists the Chairman and is particularly charged by the Chairman or the Vice-Chairmen with the administrative supervision, having all the powers established by written acts. In case of absence he is represented by the 1-st ViceChairman. -The Treasurer handles all the financial business of C.E.A. He guarantees the inventory and supervise the transparency of the budget. He decides the expenses under mandate and with the authorization of the Directing Committee

 

Article 14 - The Accountant Commissars

14.1 There are two Accountant Commissars who are elected for a two year term. There are eligible only the persons who are independent from the D.C. of C.E.A.

14.2 The Accountant Commissars have the obligation to examine the accounts before every General Assembly and they must present a written report with the results of their examination.

 

Article 15 - The Technical Commission

15.1 The Technical Commission of C.E.A. includes two of high Aikido grades of each country: a master, who must be an expert from a national federation, and his deputy. They must hold a written permission from their national federation.

15.2 All the masters and the deputies of the Technical Commission must belong to a European nationality (the geographical Europe).

15.3 The Technical Commission elaborates the instruction program, the formation of the specialists program and the grades examinations program. It is charged with organizing the international training session.

15.4 The masters of the Technical Commission gathers whenever necessary under the presidency of the 1-st Vice-Chairman. Every member of the Technical Commission has a right to speak and to vote at these meetings.The decisions are taken with simple majority. The 1-st Vice-President has only a consultative role and doesn't vote. The presence of the deputies and other persons judged to have competence in the matter by one of the masters, is allowed as a consultancy. In case of absence of one of the masters, the absent one transfers his vote to his deputy.

 

Article 16 - The Structure of the General Assembly

16.1 Each affiliated federation has one vote within the General Assembly. The D.C. has also one vote.

16.2 Each vote is given by a delegate who has a mandate from his federation or from the D.C.

16.3 Any system of vote mandating between federation is not authorized.

16.4 Each General Assembly must be summoned in writing at least 5 weeks in advance. The summons must mention the agenda. The demands of new entries in the agenda, within the miscellanies, must be received as a letter at the General Secretary of C.E.A. at least 2 weeks before the General Assembly. No other decision can be taken for the problems which are not included in the agenda. As an exception there are only the emergencies presented during the debates, but they have to be voted as emergencies by the General Assembly with simple majority. 16.5 The General Assembly of C.E.A. meeting is valide only if it has been summoned by the rules and in the required terms, and only if at least 50% (fifty percent) of the voters are attending.

16.5 The presidency of the General Assembly belongs to the Chairman of C.E.A. or, in case of his absence, to the 1-st or 2-nd Vice-Chairman (in this order).

16.6 Except for the statute modifications or the decisions bearing disciplinary measures, all the decisions are taken with simple majority. In case of ballot, the request is considered rejected.

16.7 The vote upon a certain topic on the agenda can take place only once during the same General Assembly session. It may be argued for variations in procedure before the start of the next General Assembly. In all other cases the decisions are compulsory.

16.8 The vote for the election of the members of the D.C. or the Accountant Commissars, takes place on secret voting if there is more than one candidate standing. The voting procedure is the one of successive exclusion of the candidates who win less, until there is a candidate who wins more than 50% (fifty percent) of the votes. Each candidate who wins more than 50% (fifty percent) of the votes is declared elected. In case that there are unoccupied seats after that, the elections will proceed in the same manner until all the seats are attributed.

16.9 All the General Assemblies are recorded, and a copy of the record, signed by the session's Secretary, will be handed to the all the federations in two weeks time after the General Assembly is ended.

 

Chapter 6
Special Directions

Article 17 - Civil Responsibility

C.E.A. and their representatives declares no responsibility for the various accidents which may occur during the participation at the manifestations organized by it, nor for their consequences. It has no responsibility for the loss or damage of the clothes or other objects brought by the participants. The adherent federations must verify whether their insurance include the accidents occurred abroad during the Aikido practice.

Article 18 - Technical Distinction

There may be rewarded by granting the next superior DAN grade the persons who have at least the 5-th DAN and who actively practice Aikido and have had exemplary performances through the time. This can be decided only with the approval of the involved national federations and of the Technical Commission of C.E.A. and with majority of votes.

Article 19 - Honorary Diplomas

In case of a demand from a national federation or from the D.C. of C.E.A. the General Assembly may award the honorary diploma and C.E.A. badge in bronze, silver or gold to the deserving persons.

Article 20 - The Procedure in Case of Litigation

The litigations between C.E.A. and its affiliated federations are, as a first try, solved by a mediator appointed by the D.C. of C.E.A. This mediator must be a person trained in the field of the administrative and judiciary law. He must, based on C.E.A. statute, try to achieve a friendly concord between the two parts involved, according to the Aikido philosophy. In case of failure of the mediation, the litigation is subjected to the General Assembly decision whose decision is final.

Article 21 - C.E.A. Regulations

The regulations attached to this statute become active from the moment of their approval by the General Assembly and can be modified or revoked only by decisions taken by a next General Assembly. These regulations concern certain areas (e.g. technical, tasks or relations) and are compulsory for all the affiliated federations from the moment of their approval by the General Assembly.

Article 22 - The Dissolution

22.1 The initiative of C.E.A. dissolution must be taken only by an Extraordinary General Assembly especially summoned for this aim and having this sole topic in its agenda.

22.2 If after the dissolution of C.E.A. and after the payment of all its debts and financial obligations, there are goods which remain, they will be neither distributed nor paid but they will be destined to the pursuit of the goals similar to those of C.E.A. or determined by the General Assembly by the time of its dissolution. If this condition is not satisfied, the goods will be destined to a charity .

The present statute has been approved by the General Assembly held at SNAGOV (ROMANIA) on the 20-th of September 1994, with the participation of the French Federation of Traditional Aikido and The Romanian Aikido Union (Romanian Aikido federation). It becomes valid immediately.

 

Minutes of the
General Assembly of CEA

 

 

The meeting was held in Brasov, Romania, on 10 august 2000.

The meeting was attended by representatives of the federation�s members of CEA:

-��� From FFAT: Mr. Daniel Brun, Mr. Claude Orsatelli and Mrs Christine Gauzere;

-         from BZIS: Mr. Nigel Vaughan;

-         From FRA: Mr. Dan Ionescu, Mr. Serban Derlogea and Mrs. Alexandra Vasilescu.

The Agenda of the meeting was agreed as follows:

1-     The resignation of the treasurer and election of a new treasurer;

2-     Discussions about the introduction and issue of a CEA wide rank certificate;

3-     Discussions about the BZIS proposal that in 2002 the CEA Seminar be hosted in UK;

4-     The selection of a CEA instructor� to conduct a seminar in UK in April 2001;

5-     Miscellaneous.

# 1:

The letter of resignation from the former CEA treasurer was read. After discussions, Mrs. Alexandra Vasilescu from FRA was voted unanimously as the new CEA treasurer.

# 2:

It was decided that CEA would issue a CEA Rank certificate, for any rank level, to any aikidoka who has the approval of his federation.�

- The charges for each Certificate are to be $5 for all Kyu grades, $10 for Shodan, plus 10 $ for each additional Dan (i.e. $20 for Nidan etc).

- The highest-ranking member of the CEA technical commission and the CEA President will sign the Certificates.

- A draft of the Rules for the issue of CEA Rank Certificates and of the Certificate form will be submitted by the current CEA President for approval to each federation member of CEA. After their written confirmation, these documents will come into force for all CEA members.

To # 3:

It was decided that in 2001 the CEA Seminar will be held in France, between 4-11 August, while in 2002 the CEA Seminar will be held in UK between 3-9 August.

To # 4:

It was decided to delegate Mr. Dan Ionescu from FRA, as CEA instructor, to UK for a 3-day seminar. The details of logistics for the travel will be agreed later, between the two parties BZIS and FRA.

To # 5:

-         The representant of BZIS was asked to lobby the EU government in Brussels for official recognition of CEA as a trans European Aikido organisation.

-         A proposition was discussed to organize visits of groups of aikidokas between organizations member of CEA, based on an agreement for mutual support

-         It was decided to establish representing bodies for CEA in all the member countries.

There was no other business, and the meeting was closed.

Rules

 

CEA-R 01:
Rules for the issue of the CEA Rank Certificate

# 1. According to the decision of the General assembly of CEA from 6 August 2000, any Aikido practitioner, member of a federation/ organization affiliated to the CEA and having a rank of at least 5 Kyu/ yellow belt, may receive a CEA Rank Certificate, valid in all the federations/ organizations members of CEA.

# 2. The form for the CEA Rank Certificate is according to enclosed Appendix # 1.

# 3. Only a federation member of CEA may ask for a CEA Rank Certificate.

# 4. All requests must be made through a member's federation secretary. No aikidoka/ person, even if a due member of a federation/ organization member of CEA, can request a CEA Rank Certificate.

# 5. The Request for Rank Certificates will be issued only by a federation member of CEA for its aikidokas, according to enclosed Appendix # 2.

# 6. The President or Secretary of the requesting federation/ organization must initial and stamp the Request.

# 7. The Request will be addressed to the Secretary General of CEA.

# 8. The total fee for the certificates as specified in Appendix # 3 must be sent with the request. The certificates will be returned with a copy of the order form.

# 9. The Secretary General will issue the CEA Rank Certificates according to the Request and sent to the respective federation.

# 10. The Secretary General of CEA will enter each Certificate in a Register for the CEA Rank Certificates. The form for this Register is according to enclosed Appendix # 4.

# 11. The current CEA President and Director of the CEA Technical Commission will sign the CEA Rank Certificate. The Certificate will bear the CEA stamp.

# 12. If the issued Certificate is lost by the aikidoka, a duplicate of the Certificate may be issued by CEA. The request procedure and price for the duplicate are identical to that of the original Certificate.

# 13. Each requesting federation alone is responsible for the validity of all the information included in the Request for Ranks Certificates.

# 14. All the federations members of CEA are obliged to recognize on the territory of their country the Rank Certificate issued by CEA

# 15. A request for Rank Certificates may be sent to CEA at any time.
